2005-2009 UN Affairs Director, WSPA, World Society for the Protection of Animals with focus on link between animal welfare and sustainable development. Asked to join WSPA in order to reduce cruelty to animals in humanitarian development and disaster operations that often either ignore animals or minimally resource assistance. Bridging the animal welfare and humanitarian communities helps both by reducing cruelty to animals and reducing poverty, hunger and disease. Chaired discussions on animal welfare at the UN's 2005 World Conference on Disaster Reduction while with the US Department of State, at that time proposing that a UN resolution recognize the link between animal welfare and sustainable development. Also proposed the ISDR (the International Strategy on Disaster Risk Reduction) and IASC (The InterAgency Standing Committee of the UN) recognize the link between animal welfare, protecting jobs and reducing hunger and disease. Reintroduced these ideas while with WSPA and in 2007 created a flyer on the protecting animals, in cooperation with the UN, the Red Cross Movement and other international organizations (attached). In March 2008, brokered a deal by the Arab Red Cross-Red Crescent societies to protect animals from disasters, the first such regional agreement in the Red Cross movement's history. 2009 prior to WSPA's reorganization, gained support for the first time among EU member states and many G77 member states for a resolution in the UN to protect animals.
2005 Retired from US Department of State as the Policy Adviser on Disaster Management. 35 years military and diplomatic experience in conflict reduction, disaster management, information management, peace keeping, science and technology, endangered species protection, economics, indigenous peoples, refugees and the internally displaced. As a result of experiences working on the 1994 Rwanda Crisis, began ReliefWeb.int (the UN's first disaster web site) as a tool for sharing disaster information. Later headed up GDIN, the Global Disaster Information Network, a satellite information project proposed by former Vice President Al Gore. Sat on the SubCommittee on Disaster Reduction, which advised the President of the United States on disaster technology. Represented the United States at OECD (the Organization of Economic Cooperation and Development) on projected systemic risks in the 21st century, including climate change. Honorary member of the Alegat Bedouin tribe of the Sinai and life-long camel rider. Does volunteer work with the Navajo and Pueblo Nations.
